Are you sure the Opera House/Restaurant was located in Clayton co.?

There was a Bijou Opera House in Dubuque. It burned in the early 1900's. I found this notice in the Dubuque Daily Herald, May 16, 1896, about a new restaurant opening in Dubuque:

Grand Opening.
The Bijou restaurant and saloon, 281 Sixth street, between Main and Iowa, Saturday- May 16, 1896. Fine free lunch and first class music. Yorself and friends are cordially invited.

I haven't been able to confirm that there was an Oakland Hotel or Hotel Oakland in Dubuque during this same time-period, but unless you are certain that the place was in Clayton co. you might want to take a look in Dubuque.
