Harlan was born on December 8, 1943 to Norbert and Mildred (Nuehring) Dettman southwest of Garnavillo, Iowa at the farm where his grandparents were living. Shortly after he was born he moved with his family to the farm south of Luana, Iowa.

He attended country school and graduated from M-F-L in 1961. Harlan was enlisted in the Army National Guard for seven years.

Harlan was united in marriage to Karla Vorwald on June 22, 1968 at St. Joseph’s Catholic Church in Garnavillo, Iowa.

He worked at John Deere Dubuque Tractor Works for several years while farming part-time north of Garnavillo before moving south of McGregor to farm full-time. Harlan loved farming, being in the timber, gardening, hunting and fishing. He especially loved coon, duck and deer hunting and when he was younger fox hunting with friends and family. He spent a lot of time fishing for catfish and ice fishing on the Mississippi River.
