According to his biography & Chapter XXXVI in the 1882 History of Clayton co. Iowa, F.E. Heckel was the owner of the Millville Flouring Mill in 1882/3. The biography of Emily Gilmore, widow of Wm. W. Gillmore, indicates that William built the mill & sold it in 1875.
Jefferson & Graham (both defunct), are one and the same, located in the southwest corner of Millville twp. just above the Clayton co. - Dubuque co. line. From the 1916 History of Clayton co. Iowa, pg 320:
"In the 50's P. C. Balsinger and E. C. Jeffries laid out a town which they called Jefferson in the southwest part of the township. Jeffries had a store and a mill there and the history of 1882 gives the population as 50. The town was generally known as Jeffriesville and the postoffice was given the name of Graham, which it bears today, although the population is not so large as it was in 1882."More info., a map showing Jefferson/Graham & the biographies can be found on the website (click link below).
