Final rites for Dr. Paul W. Penningroth, 73, a native of Tipton, were held in Atlanta, Ga., July 16. Dr. Penningroth died in Atlanta July 12, following a long illness.

The son of William and Elizabeth Mensendick Penningroth, he was born in Tipton May 27, 1901 and graduated from Tipton high school in 1917. He was a graduate of the University of Iowa and received his MA and PhD degrees from Columbia University, New York. He also received a BD degree from Union theological seminary.

He was the founder and first director of the Florida Pinellas County Child Guidance clinic, and organized and became the first president of the Florida chapter of the National Association of Mental Health. He served as director of mental health for Florida from 1954-57.

He had lived in Atlanta since 1957. Dr. Penningroth retired as assistant director, mental health training and research programs, Southern Regional board of education in 1966.

In 1958 through the University of Iowa, Dr. Penningroth began a William and Elizabeth Penningroth award in memory of his parents. The award is presented annually to the outstanding junior for scholarship, leadership, character and all around ability.

In 1965, he received the University of Iowa Distinguished Alumni service award.

He is survived by his wife, the former Persis Carney; 2 daughters, Mrs. James O'Brien, Endwell, N.Y., and Mrs. James Olson, Sarasota, Fla.; a son, Dr. R. Paul Penningroth, Coralville; 10 grandchildren; a sister, Mrs. Martha Eilers and 2 brothers, Edward and Benjamin Penningroth, all of Tipton.

He was preceded in death by 5 brothers and 2 sisters.

He taught for a year in Beirut, Lebanon and then returned to Florida where he was active in the field of child guidance, becoming one of the leading authorities in the field.
