I didn't see anyone named Lair in the WPA Cemetery records for Cass County that I have. Of course, WPA Cemetery records are far from being complete and/or accurate. Since you mentioned Exira, I checked the WPA records for Audubon County and there is only one Lair family member listed: Gladys A. Lair, buried in Exira Cemetery, Exira Twp, at the age of 1 year and was buried on April 2, 1900. No Lairs listed in Shelby County but in Guthrie County, there are 9 Lair family members buried but none with the first names that you gave. Just for your information.
