My gggrandfather, Anthony Baker, came to Waterloo, IA about 1853. His oldest daughter, Hannah Baker, became my ggrandmother after she married John Ward in Waterloo. Her sister, Cornelia Baker, married William H. Elliot. William apparently died bet. 1900 and 1910. In 1910, Cornelia was confined as an inmate in the Independence State Hospital, Washington Twp., Buchanan Co., IA. In 1920, she was listed as an inmate in County House and Farm, Mount Vernon Twp., Black Hawk Co., IA. What sort of institutions were these - poor houses, hospitals, mental?
