Biography--

Dr. Francis J. "Doc" Winter, age 85, of Waterloo, Iowa, died on Wednesday, September 20, 2017 at Lakeview Landing of Friendship Village.

He was born on September 3, 1932, in Maynard, Iowa; the son of Charles A. and Lydia E. Busse Winter. He served in the U.S. Army from 1955 until his honorable discharge in 1957.

Doc married Dorothy E. Zlobik on June 26, 1965 in Iowa City; she preceded him in death on June 16, 2015.

Doc received his BA from University of Dubuque; was a Fulbright Scholar at University of Heidelberg; he then earned his M.A. and Ph.D. from the University of Iowa.

He was a professor of political science for 32 years, teaching at University of Iowa, University of Wisconsin, and University of Northern Iowa, until retiring in 1996.

Doc was a member of Alpha Pi Omega, Fulbright Scholar Program, Sertoma Club, Cedar Falls Rotary, Elks Lodge No. 290; he had been a consultant to the U.S. State Department, and served as President of Iowa Political Science Association.

He is survived by a sister, Katherine Whaley of Fayetteville, NC; a sister-in-law, Joan Nowcid of New Jersey; a brother-in-law, William Zlobik of New Jersey; as well as nieces and nephews.

Doc was preceded in death by his parents and his wife.

Monday, September 25, at Westminster Presbyterian Church, 1301 Kimball Ave., Waterloo.
