James D. Caldwell, 83, early-day Waterloo business man, the only Democratic sheriff Black Hawk County ever had, and, a former Waterloo police chief, died at 8 a. m, Wednesday at his home at Hotel Russell-Lamson, of heart disease, after an illness of several days.

Mr. Caldwell, who had come to Fox township with his parents as a boy, came to Waterloo in 1883, and for 20 years engaged, with his brother, the late C. Winfield Caldwell, in the Caldwell Bros. livery business, located at 507-511 Sycamore Street.

In 1903 be became Black Hawk County sheriff, the only Democrat ever to win that office, and was re-elected twice, serving six years. In 1915 Mayor W. Robert Law appointed him police chief, and he served two years. Later he was secretary and manager of the Elmwood Cemetery association, and more recently had been cashier at Byrnes park golf course. He retired from that position three years ago.

James DeForest Caldwell was born May 12, 1853, in Medina County, Ohio, near Cleveland and with his parents, the late Charles C. and Sarah (Parsons) Caldwell, came to Fox Township, Black Hawk County, Iowa, in 1868. The father cleared a farm of 435 acres from the virgin soil.

On Sept. 22. 1875, J. D. Caldwell married Miss Margaret E. Hallowell at Raymond, the ceremony being performed by the bride's father, Rev. Peter Hllowell, Methodist, minister.

Mr. Caldwell operated a stock farm near Raymond until 1883, when he and his family came to Waterloo.

Mr. Caldwell was the youngest and the last survivor of six children. One brother, Judge E. P. Caldwell; died Feb. 19, 1929 in Huntington, Ind., and C. Winston Caldwell died in Waterloo Nov. 22, 1930. Two other brothers died in childhood and a sister at the
age of 23.

Surviving besides the widow are a daughter, Mrs., George B. Miller, Russell-Lamson Hotel; a grandson, George D. Miller, 519 Western Avenue, and a great grandson, George Caldwell Miller, 519 Western Avenue.

Mr. Caldwell was a member of Black Hawk lodge, Independent Order of Odd Fellows, for 52 years. He attended First Methodist Church.

Funeral services will be conducted Friday at the Kistner Funeral Home, according to tentative plans.

Note: His sister who died at 23 was Mary Rosella Caldwell Woodard, wife of Leonard B. Woodard. Jan. 1841- Aug 1964. Mary died August 3, 1864, leaving a little baby girl. The baby daughter died at the age of eight months.
