WATERLOO - William Robert Carter, 83, of Sioux City, formerly of Waterloo, died Thursday, Aug. 5, at Countryside Senior Living following a brief illness.

He was born Oct. 26, 1926, in Waterloo, son of William Louis and Martha Mussett Carter. He married Dorothy L. Gaede on Nov. 23, 1946, at First Lutheran Church in Waterloo. She preceded him in death.

He graduated from West Waterloo High School in January 1945. He joined the U.S. Navy in October 1944, and served on the destroyer tender USS Shenandoah through July 1946. Mr. Carter attended Bradley University and worked for Iowa Public Service Co. in Waterloo in 1948, Charles City in 1950, and Sioux City in 1966. He retired in 1991, after 43 years in various electrical engineering positions. He worked for Mid-American Energy for 11 years and was a part-time Sergeant Bluff employee for three years. He was a member of St. Mark Lutheran Church in Sioux City and served in the church council as treasurer for a number of years, and was a money counter. He belonged to the Young At Heart group.

Survived by: three daughters, Kathy Ann (Patrick) Barrett of Lawrenceville, Ga., and JoLaine (Steve) Noreen and JoAnne (Wayne) Steckelberg of Sioux City; a special friend, Elaine Miller; grandchildren, Todd (Peggy) Steckelberg of Omaha, and Bryan and Bryce Noreen of Sioux City; and a great-granddaughter, Camryn Rose Steckelberg of Omaha.

Preceded in death by: a granddaughter, Mindy Jill Steckelberg.

Services: 10:30 a.m. today at St. Mark Lutheran Church, with burial in Memorial Park Cemetery, both in Sioux City, with military rites conducted by the U.S. Naval Reserves. Christy-Smith Funeral Home is in charge of arrangements.
