The Appanoose County newspapers are among the best scanned newspapers I know of, sponsored and funded by the local historical society. It's here:

The Seymore papers in Wayne County are the only ones I know of there:

If you go to the closest Family History Center, sponsored by the Mormon Church, they have free access to two sites that have newspapers scanned and indexed. Those are "Access Newspaper Archives" and "World Vital Records". Both are spotty in which newspapers they have scanned and what years they have available. But you can search for a name across an entire state. The complete list of free sites at Family History Centers is here:
