In the 1880 census for Highpoint Twp, Decatur County, IA I found the following family

William Phelps 20 b. IA f. b. IL m. b. MO
Jessi L. Phelp 4 b. IA f. b. IL m. b. MO
In the 1870 census for Hamilton Twp, Decatur County, IA I found them again:
Horace S. Phelps 48 b. IL
Lydia Phelps 27 b. IN
Mary G. 17 b. IA
Harriet W. 14 b. IA
William 11 b. IA
Salvina 7/12 b. IA - her sex is noted as female.
From the ages of children Lydia is not the mother of Mary G. or Harriet W. They must have come from an earlier marriage of Horace’s.
I did find a marriage of a Horace S. Phelps to Harriett Vincent on 12/8/1853 in Knox County, IL. That’s a possibility given the repeated name Harriett in the children and the ages of the first two girls.
Since we have a note that Lydia was born in Clay county IN, I found the 1850 census for that county and found Lydia. Here is that entry:

I also searched for Peter Huffman on the Mormon site( http://www.familysearch.org )and found the following entry. The wife’s name matches up and now you may have Peter’s father’s name.

Father: Jacob Huffman B: 16 Aug 1768 North Carolina
Spouse: Angeline ?
I then went onto message boards and found two entries for a Jacob Huffman, both that match dates and family movements, but neither ties Jacob Huffman to your Peter so that reduces the likelihood the prior entry is correct. I would consider all of these last three entries as promising but speculative at this point.
