You are correct, but James didn't own the entire Section 20, just 80 acres of it. If the Section is divided into quarters, and then the southwest quarter divided in half, he owned the south half.
I found the original land warrant on the BLM - GLO website. The land was a military land bounty warrant #47759 awarded to Jacob Hampsher, a soldier in the War of 1812. This soldier then assigned (sold or gave) it to James Quillan. Let me know if this link doesn't work:
