General question relating to genealogy

In researching my family background in Allamakee County I am encountering a good deal of variances ie. spelling of names and conflicting dates.

My question though is one of generalities concerning the obvious practice of changing names.I would appreciate it if someone could explain to me if such renaming was accomplished simply arbitrarily and unilaterally by the families, or a legal course of action was taken to effect the conversion. Thanking anyone who might help in advance,
