You can write to the following address:

Wapello County Clerk of Court
101 W. 4th Street
Ottumwa, IA 52501

You may, however, be disappointed in what you receive. A marriage certificate may not exist, since marriages were not required to be recorded until 1880. If one does exist, the early marriage certificates in Wapello county contain little genealogical information - simply the name of the bride and groom, date of marriage, and name of the minister or justice of the peace who performed the ceremony.

If you know the religion of the couple, you might contact the Wapello County Genealogical Society and have them check through church records. Many churches maintained more complete records than the county and many of those records have been compiled by the society (particularly the Catholic and Episcopal churches).

Good Luck!
