Jacob "Jake" Mincks, former state senator, Ottumwa

Trying to find information on a Jacob "Jake" Mincks, who I was told was a state senator from the Ottumwa, Iowa area in the 50's to 60's. He was also supposed to be a cousin to my Grandfather, Fred Edward Mincks, SR. who was from Albia, Iowa. Any info on location of grave site if deceased, or still living would be greatly appreciated. I have no info myself as my mother divorced my father before I was 1 year old.
