Grandfathers Headstone

VAN HELTEN, ANTHONY AND NELLIE

My Grandfather (Tony) (and now Grandmother (Nellie) rest in Highland Cementary in Eddyville.
Their headstone was moved forward many years ago with no explanation and never returned to the original placing.
My Mother (and now Father's) Headstone was subjected to be moved also, but my Father would not allow it while he was alive (later learned).
The reason(s) are unknown for the movement nor why it hasn't been reset to it's proper location.
Does anyone have any insight to this?
