Statue in Ottumwa Cemetery

This post is not on anyone particular family. The post is about the statue of the dog at Ottumwa Cemetery. I know the dog was vandalized and has since been repaired. I was home over this past memorial Day weekend and took several pictures of it. Whoever did the repairs to this statue did a great job of it!

My question is: Is there a posted history on this statue? I know there are a number of urban legends about it, but, I'd like to know what the true story is about this statue.
