birth look up for adopted cousin

I need a kind soul to do a birth look-up for me.

I'm looking for the birth of a cousin that was adopted around 1945.
We believe she would have been born at the end of 1943 or in 1944. She was given the name Sandra or Sandy. Mothers maiden name was Margaret Mildred Johnson. Margaret may have gone by the name Anderson and would have been about 19 years old.
We believe the birth may have taken place in either Scott, Clinton or Johnson Co's in Iowa

Sandy's sister desperately wants to find her.
