Poor Farm Bluff Creek

Hi I have found a R Fisher in 1880 census in Bluff Creek - a coal miner. In 1900 census (aged 69) he is an inmate living with Thos P Quinn - Stweard for Poor Farm. Can anyone please tell me what the "poor farm" was & why you were sent there. My relative does not appear on 1910 census so I presume he died between 1900 & 1910.
