School records

Was wondering if anyone knew if there are school records for the 1920's for West Union? My grandmother was born and went to school there. We have tried to obtain a birth certificate for her but no record of her being born. We finally figured out that she possibly had to have one to start school. So wondering how or if there are records to check thru. thank you for any ones help.
