I found the following in the Walnut Township Cemetery Book published in the 1980s by the Appanoose County Genealogy Society:

Elgin Cemetery-Walnut Township-Appanoose Co., IA

LEPPER: J. d. Nov. 27, 1895 74y, 3m, 27d

Mary A. d. Aug. 30,1912 84y, 3m, 15d

LEPPER: Marilla J. d. Oct. 9, 1881 28y, 2m, 15d-dau. of J. & M. Lepper

LEPPER: Infant of C. F. & N. H. Lepper

LEPPER: T. Byron 1899-1900 son of C. F. & N. A.

LEPPER: Nancy A. 1867-1954 Charles F. 1863-1932

I also found in the Index to Early Death Records-
Appanoose Co., IA Vol. 1-1880-1903(also published by the App. Gen. Society) Book 1 - 1880-1897 a listing for James Leper on page 143.

I'm guessing that the J. Lepper buried in Row 14 of the Elgin Cemetery is the one you're looking for.
