I have some clues but no definite answers.
I entered Shoal Creek as a city in www.mapquest.com and it came up and is ssoutheast of Cincinnati, in the very southern part of Appanoose County. The 1860 census does have some "towns" but I'm sure there was never a town there large enough to have that status.

I did another check and matched the townships from the 1860 census and the current townships. Lincoln Township is a current township and is not listed in the 1860 census. All the others match. Maybe what is now Lincoln was once called Shoals Creek? Lincoln Township is in the west center of Appanoose County and includes the little town of Jerome. Linked off the Appanoose County Web site, is a plat map from 1896.
