Julia Castor

Looking for information on Julia Castor. In the 1870 census, she is listed as age 9, born in Iowa and living with Alexander and Amelia McCloud. Alexander is listed as age 66 and born in West Virginia and Amelia is age 53 born in Louisana. They are living in Franklin Township.

In the 1880 census, they are living in Iconium and Julia is age 19, listed as adopted daughter, and a school teacher, still living with Alexander and Amelia McCloud.

Are adoption records that from time open? Also, does anyone know if Julia was adopted, why she would keep Castor as her name? I believe Julia is the daughter of William (and ?)Castor.
