It appears from the 1920 census that your Kenneth Veach was in fact Kenneth B. Veach, son of Lloyd A. and Emma Veach. The family appears in the 1920 US Federal census for Appanoose Co., Iowa, Pleasant Twp., Sheet 8B:

Veach, Carl F., 3 yr 9 mo., son, b. Iowa

Living near this family, at dwelling #152, is the Roe family:
Roe, Charles W., 35, b. Iowa
Roe, Myrtle, wife, 31, b. Missouri
Roe, Daris (Doris?) L., son, 12, b. OK
Roe, Dessie M., dau., 10, b. MO
Roe, Dorothy M., dau., 8, b. MO
Roe, Doral F., son, 6, b. MO
Roe, Delpha E., dau., 4 yr 1 mo., b. IA
Roe, Delcie N., dau., 2, b. IA

There were two Kenneth Veach boys living in the county at the same time. One lived near your Roe family and was born in 1915, but I find a record of that one who I think died in California in April 1992. If your Kenneth Veach who married Delpha died in 1998, then perhaps he is the Kenneth Veach who was the 2nd boy of the same name in the county. That Kenneth Veach was in the census as follows:

Kenneth Veach, 9,

At Ancestry.com there is a family tree that says these folks are Gilmore Grant Veach (1869-1947) and Cordelia Belle Painter (1871-1938).

I don't find their marriage record.
