February 1, 1968 The heart of the School Aid Program adopted by the last legislature was establishing a technique whereby school districts with high personal income were to share their wealth with all districts in the county. It was through the sharing of both property wealth and income wealth that equalization of the support of public education within a county was to be accomplished. The plan provided for the creation of a new county-wide property tax levy to raise 40% of the proposed general fund expenditures of the school district in a county.
