January 17, 1968 Four States Join to Study Schools. At the turn of the century Iowa had 17,522 school districts. (Average 177 per county) Most of these were one-room rural independent school districts. In 1954 there were 4,417 school districts in Iowa. Another significant reduction of districts occurred between 1955 and 1960 when 3,564 districts were eliminated. On this date Iowa has 455 high school districts.

The State Departments of Education of Iowa, Missouri, Nebraska, and South Dakota decided to undertake a project on school district organization. The overall purpose of this project, known as the "Great Planes School District Organization Project," is to strengthen state leadership for school district organization. The project is financed by federal funds. All four states have many common problems such as (1) states do not have proper legislation to facilitate needed school district organization changes, (2) lack of knowledge on relationship that exists between tax structure, tax rates and school district organization.
