  Building.--We are pleased to note that Mr. Joseph MAIRE is erecting a new residence on his lot in the Southeast part of town. The building is a substantial and good one. In size it will be 15 x 26, 1½ stories, with an L 12x14.
  Mr. A. A. WINSELL is also building a new house on his lot in the Southeast part of the city. Size 16x20, one story high. We are pleased to note this evidence of prosperity.

Horrible Death.--Miss Josephene ANDERSON, a servant in the family of J. M. TODD, at Burlington, disappeared on the 9th of June, and on the 19th her remains were discovered in the cistern. The lid of the cistern was in such a position that the coroner’s jury could not tell whether the drowning was intentional or accidental. Miss ANDERSON was about 20 years old, and the only child of parents who live in the Swede settlement in Jefferson county. We glean from the Hawk-Eye.

Accident.--Our good friend, Dr. SHAFFER, met with a painful accident in Keokuk on Friday last. He threw a geode, which he was attempting to break, against a large rock, and it rebounded and struck him in the right eye. At the time of the accident his eye was considered in great danger, but we are pleased to learn that he will, doubtless, be all right in a few days.

          FIRST DAY.
            Monday, June 7, 1869.
  Board met pursuant to adjournment.
  Members present---Sup’rs HOPKIRK, JONES, BILLINGSLEY, WILLIAMSON, BECK, SPERRY, COLLINS, DUSTIN, BIDWELL, CLARK and STONER.
  Absent---Sup’r GALLIHER.
  Minutes of the previous meeting read and approved.
  The petition of James D. EDWARDS, asking the Board to rebate his tax, was presented and referred to Committees.
  The petition of James F. WILSON, asking that his tax be equalized, was presented and referred to Committee.
  The petition of John SIMMONS and others, in regard to taxing swamp land, was presented and referred to Committee.
  The report of Committee to settle with Treasurer was read and order laid on the table until to-morrow morning.
On motion of Sup’r WILLIAMSON, the Directors of the Poor Farm be instructed and empowered to buy a strip of land along the North side of the Poor Farm, belonging to -- BISHOP, for use of said farm.
  The petition of J. M. GRAFTON asking the Board to rebate his tax was presented and referred to Committee.
  On motion of Sup’r WILLIAMSON, Board adjourned until to-morrow morning at 8½ o’clock.

      SECOND DAY
        Tuesday, June 8, 1869.
  Board met pursuant to adjournment.
  Present--Sup’rs HOPKIRK, JONES, BILLINGSLEY, WILLIAMSON, BECK, SPERRY, COLLINS, DUSTIN, BIDWELL, CLARK and STONER. ---11.
  Absent--Sup’r GALLIHER.
  Minutes of yesterday’s proceedings read and approved.
  Sup’r WILLIAMSON offered the following resolution, which was adopted:
  Resolved, That the Auditor, be and is hereby authorized and empowered to draw warrants on the County Treasurer to pay the fees of Jurors of the District and Circuit Courts, and also the fees of witnesses in State cases upon the certificate of the Clerk of said Court that the same are due and unpaid.
  Sup’r WILLIAMSON offered the following resolution, which was adopted:
  Resolved, That there be an appropriation of $560 of the Bridge Fund for the purpose of settling with the masons for building the abutments of Read’s mill bridge ; also for making the approaches to the same.
  Sup’r BILLINGSLEY, offered the following resolution, which was referred to Committee on Roads and Bridges:
  Resolved, That there be appropriated out of the Bridge Fund, not otherwise appropriated, the sum of $25 for the purpose of completing a bridge across Wolf creek, on the road leading from Glasgow to Coalport.
  On motion of Sup’r SPERRY, the report of Committee to settle with Treasurer was taken up.
  Sup’r CLARK moved that the report be received and adopted. Carried.
  Sup’r DUSTIN moved that Sup’r CLARK be appointed temporarily on Committee to settle with Treasurer. Carried.
  Sup’r BIDWELL was appointed temporarily by the Chair as a member of Committee on Claims.
  C. E. NOBLE presented a petition asking that his insane wife, now in the Insane Hospital at Mt. Pleasant, Iowa, be maintained at the expense of the County from and after the 1st day of July, 1869.
  Sup’r CLARK offered the following resolution, which was adopted:
  Resolved, That the prayer of C. E. NOBLE, in relation to the maintenance of Zilphia K. NOBLE, his wife, in the Insane Asylum at Mt. Pleasant, be granted, and that she be received as a public charge from and after the 1st day of July 1869, without going through the forms of the law relating to sending insane persons to the said Asylum.
  Sup’r BIDWELL offered the following resolution, which was adopted:
  Resolved, That Thomas MORGAN, County Auditor, be and is hereby authorized to make inquiry of the Superintendent of the Insane Hospital, at Mt. Pleasant, as regards the expediency of removing any of the inmates belonging to Jefferson County, from said Asylum to the Poor Farm in said County, as soon as practicable.
  Sup’r BIDWELL offered the following resolution, which was adopted:
  Resolved, That the question of building a bridge across the Skunk river at Merrimac Mills in Jefferson County, Iowa, be submitted to the voters of said County, at the next General Election.
  Sup’r BIDWELL offered the following resolution, which was adopted:
  Resolved, That the sum of $200 be and is hereby appropriated for the purpose of siding in the erection of a ferry across Skunk river at Merrimac Mills, in Jefferson county, Iowa, and that the County Auditor is hereby authorized to draw warrants in favor of W. J. & J. S. RODGERS on the county fund for said purpose.
  Sup’r BILLINGSLEY offered the following resolution, which was adopted:
  Resolved, That the County Auditor be requested to inform the Trustees of the different Townships, that the Poor Farm is now ready for the reception of paupers, and requesting the said Trustees to bring the said paupers to the Directors at once.
  On motion of Sup’r SPERRY, adjourned until 1½ o’clock.

       AFTERNOON SESSION.
          Tuesday, 1½ o’clock P.M.
  Board met pursuant to adjournment.
  All members present except Sup’r GALLIHER.
  Sup’r JONES offered the following resolution, which was adopted:
  Resolved, That there be appropriated the sum of $36.57 out of the county fund not otherwise appropriated, to Stephen MACY, as money paid by him to Insane Hospital at Mt. Pleasant for the keeping of Alvira MACY, and the Auditor be authorized to draw warrant on the Treaurer (sic) for the same.
  Sup’r CLERK offered the following resolution, which was adopted:
  Resolved, From some cause the Board has committed an error in the matter of a petition for a road presented by Jonathan GARMER and others, by appointing commissioners to appraise damages claimed in said case where it appears that the commissioner to view said road had reported unfavorable to the establishment of the same, therefore
  Resolved, That the Board take no further action thereon.
  G. H. CASE presented his report as Clerk of the District and Circuit Courts, reporting the amount of probate fees coming into his hands as Clerk of Circuit Court, which was duly considered by the Board.
  Sup’r BIDWELL offered the following resolution, which was adopted:
  Resolved, That the sum of $1,200 a year be allowed Geo. H. CASE as salary for his services as Clerk of District and Circuit Courts, and said Clerk is required to pay all fees coming into his hands, by virtue of his office, into the Treasury, and also be furnished all the necessary Clerk hire at his expense.
  On motion of Sup’r COLLINS Board adjourned until 9 o’clock to-morrow morning.

  Road petitioned for by C. KIRK and others.--- Now this cause coming on to be heard on the application of William ELLIOTT for damages, W. S. LYNCH, H. B. MITCHELL and William DOTY were appointed appraisers to assess the damages of William ELLIOT, and the last Monday of June was set for the same, and the said appraisers are required to meet at the office of Thos. D. EVANS, J. P., at the hour of 9 o’clock A.M., and be qualified as such appraisers.
  Road petitioned for by Otho WEST and others.--- Now this cause coming on to be heard on the report of the commissioner, Eleazor MORGAN, herein filed, and the 8th day of September is set for the final hearing of the same.
  Road petitioned for by J. W. CULBERTSON and others.--- Now comes I. W. CULBERTSON (sic), by his Attorney, J. D. JONES, and asks leave to withdraw his petition, which, on motion of Sup’r JONES, was granted.
  Road petitioned for by T. J. HARRISON and others.--- Now comes A. B. CARVER and moves the Board to set aside the report of commissioners appointed in this cause, and, on motion of Sup’r JONES, the motion was sustained, and new commissioners be appointed, and on motion of Sup’r CLARK, Robert LEEPER, Thos. A. ROBB and J. E. COLLINS were appointed said commissioners, and were required to appear before A. W. LAUGHLIN, a Justice of the Peace in Lucust [sic] Grove township, on the last Monday in June, at the hour of 9 o’clock A.M., and qualify as such commissioners, to assess damages for A. B. CARVER and J. M. GUNTERMAN.
  Road petitioned for by Samuel DOTY and others.--- Now comes this cause on for final hearing, and is submitted to the Board on petition, report of commissioner W. S. WIDGER, thereon, and upon the report of the appriasers [sic] appointed to assess the damages caused to R. R. MILLS, by the establishment of said road; and the Board being fully advised in the premises, order that a road be and is hereby established as recommended in report of commissioners, provided the sum of $800 damages be paid R. R. MILLS, within six months from the rising of this Board, and that on payment of said damages said road to be entered on the plat book as laid down in the field notes thereto attached.
  Road petitioned for by Ward LAMSON and others.--- Now this cause coming on for final hearing is submitted to the Board on petition, report of commissioner, J. B. MITCHELL, thereon, and the Board being fully advised in the premises, order that a road be and is hereby established as recommended in the report of the commissioner, and that the same be entered on the plat book as laid down in the field notes thereto attached.
  Road petitioned for by Robert A. YOUNG and others.--- Now comes the commissioner, Clark VANNOSTRAND, and files his report, and the 8th day of September is set for final hearing.

LAGRANGE and others.--- Now this cause coming on for final hearing is submitted to the Board on petition, report of commissioner, John CHARLTON, thereon, and the Board being fully advised in the premises, order that a road be and is hereby established as recommended in the report of the commissioner, and that the same be entered on the plat book as laid down in the field notes thereto attached.

  A. G. WOOLARD presented a petition asking that his assessment be abated, which was referred to the Committee on Equalization.
  Road petitioned for by HICKS and others.--- Now comes the commissioner, S. M. STURGEON, and files his report, which is received, and the cause set for final hearing on the 9th day of September 1869.
  Road pettiioned [sic] for by Geo. W. STILLWELL and others.--- Now comes the commissioner heretofore appointed, Isaac ELLIS, and files his report, which is received, and the cause set for final hearing on the 9th day of September 1869.
  On motion of Sup’r BILLINGSLEY, the road petitioned for by George COCHRAN and others, be changed to the width of thirty-three feet. Carried.
  Road petitioned for by T. F. EMRY and others.--- Continued for informality in Bond.
  Road petitioned by John W. JOHNSON and others.--- Continued for informality in affidavit to notice.
  Road petitioned for by S. M. STURGEON and others.--- Continued, and the commissioner, Thomas JONES, requested to file an additional report.

PECK and others.--- Now this cause coming on for final hearing is submitted to the Board on petition, report of commissioner, John McCULLOCH, thereon, and the Board being fully advised in the premesis [sic], order that a road be and is hereby established, as recommended in the report of commissioner, and that the same be entered on the plat book as laid down in the field notes thereto attached.

  Road petitioned for by George TROY and others.--- Now this cause coming on for final hearing is submitted to the Board on petition, report of commissioner, W. T. LONG, thereon, and the Board being fully advised in the premises, order that a road be established as recommended in report of commissioner, and that the same be entered of record.
  Road petitioned for by Jonathan TURNER and others.--- Now this cause coming on to be heard on the petition, and the right way being granted, the Board being fully advised in the premises, order that the same be established as prayed for in petition, and it be entered on the plat book.

  Minutes of yesterday read and approved.
  C. S. CLARKE presented a petition asking that his tax be equalized, which was referred to Committee on Equalization.
  John HAGERTY appeared by his counsel, D. P. STUBBS, and made a proposition to settle with said Board for labor performed on bridge across Cedar creek on the Fairfield and Agency road, and on motion of Sup’r GALLIHER he was allowed for 417 perch of stone and mason work on said bridge; and, on motion of Sup’r CLARK, the Auditor was authorized to draw a warrant on the bridge fund for the sum of $136, in favor of John HAGERTY, as payment in full on said bridge. [Ed. note: A ‘perch’ is a measure for the volume of stone, 0.7 cubic meters or about 24 cubic feet.]
  John HAGERTY presented a petition asking an allowance for extra work done on abutments on said bridge, and on motion of Sup’r BECK he was allowed the sum of $50, and an order be drawn on the bridge fund for same.
  On motion of Sup’r BIDWELL, Board adjourned until 1½ o’clock.

  Board met pursuant to adjournment.
  All the members present.
  W. A. STEWART presented a petition asking that his assessment on his store for the year 1869 be abated, as he was burned out, which was referred to Committee on Equalization.
  Sup’r HOPKIRK offered the following resolution, which on motion of Sup’r BIDWELL, was adopted:
  Resolved, That an appropriation of $250 to build a bridge on Walnut creek on or near the road running from the school house in sub-district No. 1, past Charles McGUIRE’s.
  Sup’r BIDWELL offered the following resolution, which, on motion of Sup’r JONES, was adopted:
  Resolved, That the Board appropriate the sum of $20 to compensate James A. GALLIHER for money spent in pursuing the thief who stole a horse from the widow ROBINSON, of this county.
  Sup’r GALLIHER offered the following resolution, which, on motion of Sup’r JONES, was adopted:
  Resolved, That we appropriate $100 for the purpose of building a bridge across Troy’s branch where the public road leading from Fairfield to Glasgow crosses the same; and also the sum of $50 where the State road crosses Troy’s branch leading from Fairfield to Ft. Madison, and that the Auditor is hereby authorized to draw warrants on the bridge fund for said purpose.
  Sup’r WILLIAMSON offered the following resolution, which, on motion of Sup’r GALLIHER, was adopted:
  Resolved, That an appropriation of $100 be made for the purpose of building a bridge across Rock creek on the road running on the line between sections 4 and 5, in Des Moines township, and a warrant be drawn on the bridge fund for same.
  Sup’r COLLINS offered the following resolution, which, on motion of Sup’r GALLIHER, was adopted:
  Resolved, That the sum of $150, or so much thereof as may be necessary, be and is hereby appropriated out of the bridge fund for the completion of the Cedar bridge on the Agency and Fairfield road.
  Road petitioned for by Jonathan TURNER and others, was reconsidered, on motion of Sup’r CLARK, and the same laid over until to-morrow morning.
  On motion of Sup’r CLARK, Sup’r HOPKIRK was appointed a committee to enquire [sic] into the expediency of a book case for the Clerk’s office for the purpose of keeping the books of Circuit Court and probate papers.
  On motion of Sup’r BIDWELL, Board adjourned until to-morrow morning at 8½ o’clock.

        FIFTH DAY.
        Friday, June 11, 1869.
  Board met pursuant to adjournment.
  Members present--- HOPKIRK, BIDWELL, BECK, BILLINGSLEY, CLARK, DUSTIN, COLLINS, GALLIHER, JONES, SPERRY, STONER and WILLIAMSON. Minutes of yesterday read and approved.
  Road petitioned for by Jonathan TURNER and others.--- Now this cause being called up by the Board, and, on motion of Sup’r GALLIHER, it was dismissed for insufficiency of notice.
  Committee on Equalization filed the following report which was received and adopted:
  To the Board of Supervisors:--Your Committee on Equalization would make the following report on petitions for corrections and abatement of taxes:
  On petition of Peter HARKINS, we recommend the abatement of his assessment to the amount of $1,171.30 as money.
  On petition of J. M. GRAFTON, we recommend that his assessment be not changed.
  On petition of A. G. WOOLARD, that the amount of $400 be taken from his assessment of personal property in Fairfield township.
  On petition of James D. EDWARDS, that his tax not be abated.
  On petition of James F. WILSON, that his assessment on bank stock be reduced to $9000.
  On petition of Ellis HOSKINS, we recommend that the tax and costs of sale of the S. E. ¼ of S. W. ¼ of Sec. 24, Tp. 72, R. 8 West, be refunded to said petitioner for the year 1867.
  On petition of Samuel WALKER, we recommend that the tax on the S. E. ¼ of the N. E. ¼ of Sec. 28, Tp. 72, R. 11 West, be refunded for the year 1867.
  On petition of John SIMMONS, we recommend that the tax be abated on the N. E. ¼ of S. E. of Sec. 34, Tp. 72, R. 11 West, with costs of sale of same for the taxes for the year 1867.
  On request of William ELLIOTT, we recommend that the sum of $945 be added to his assessment.
  On petition of James C. GOVER, we recommend that the tax on the N. E. ¼ of S. E. ¼ of Sec. 10, Tp. 71, R. 11 West, and costs of sale, be abated for the year 1867.
  On petition of A. T. WELLS, we recommend that the tax on the same abated for the year 1867.
  On petition of W. A. STEWART, we recommend that the tax be abated on his store [Ed. note: Letters ‘re’ in store were typeset as an inverted pair.] for the year 1869.
  On petition of HANNA’s heirs we recommend that the tax be abated on the N. ½ of the N. E. ¼ of Sec. 16, Tp. 73, R. 12 West, for the years 1867, 1868 and 1869.
  All of which is respectfully submitted.

  On motion of Sup’r GALLIHER, taxes be abated on all swamp lands sold for the taxes of 1867, and the money be refunded to purchasers at tax sales.
  On motion of Sup’r BILLINGSLEY, the petition of C. S. CLARKE was taken up and, on motion of Sup’r GALLIHER, the $1,000 bank stock assessed in Lee county was abated.
  Sup’r GALLIHER moved that all bank stock be raised and assessed as other moneyed capital. Carried.
  Committee on Equalization made the following report, which was received and adopted:
  To the Board of Supervisors:---Your Committee on Equalization of taxes on examination of assessors books recommended the following assessments:

  Sup’r CLARK offered the following, which was adopted:
  Resolved, That the Committee to settle with the Treasurer be instructed to employ William LONG to assist them, and proceed forthwith to examine the Treasurer’s books with regard to the tax accounts, and to enter credit for errors and double assessments up to January 1st, 1869, and be further authorized to report the same to the Auditor of the State; also to report upon the propriety of retiring a portion of the delinquent taxes.
  Committee to examine the jail, recommend that the Sheriff be authorized to employ some suitable person to fix a latticed door in the hall of jail, using the door already there.
  Committee to settle with Treasurer made the following report, which was adopted:
  We your committee to settle with the Treasurer, would respectfully report that from his monthly reports we find that he has received since the first of January, 1869, the following sums total from collections inclusive of costs:
On hand at that date,          $68,550 82
And has disbursed the sum of 58.187 18
                                         $10,363 64
  All of which is respectfully submitted.

  Sup’r CLARK offered the following resolution, which was adopted:
  Resolved, That the Auditor is hereby authorized to draw warrants in favor of persons to whom they are due for all accounts and claims allowed by this Board at this term.
  Resolved, That the Auditor be authorized to draw warrants in favor of Supervisors of the several townships for the amount of the appropriationa (sic) made to assist in building bridges therein.
  Road petitioned for by W. H. SULLIVAN and others.--That a commissioner be appointed to view, and, if thought necessary, to locate a county road in Liberty township, commencing where the State road leading from Keokuk to Oskaloosa passes the section line between sections 27 and 28, in Township 72, North of Range 10 West; thence north on section line between sections 21 and 22, 15 and 16, and 9 and 10, and on section line between sections 3 and 4, far enough North to intersect the public road leading from Fairfield to Libertyville; from thence on the best practical route to the bridge at Read’s mill. Whereupon, Joseph P. ROBERDS was appointed a commissioner, and the 28th day of June 1869, fixed as the time for commencing examination thereof.
  Road petitioned for by Henry CONOVER and others.--Asking that a certain portion of a public road known as the Mt. Peasant [sic] and Brighton road, in Walnut township, Jefferson county, Iowa, to-wit: commencing at the Southwest corner of the Northwest quarter of the Southwest quarter of section No. 4, Township 73, North of Range 8 West, to where a cer-road [sic] intersects the Mt. Pleasant and Brighton road running East from a point at or near the Southwest corner of section 10 in said township and Range, be vacated. Whereupon, S. M. STURGEON was appointed a commissioner and the 28th day of June 1869, fixed as the time for commencing examinations thereof.
  Road petitioned for by Allen KING and others.--- Asking that a commissioner be appointed to view, and if thought necessary, to locate a county road in Cedar tp, Jefferson county, Iowa, commencing at a point on the road leading from the Fairfield and Glasgow road in Cedar township to Thompson’s mill in said township, to-wit: At the Northeast corner of the Northeast quarter of the Northwest quarter of section 23, township 72, North of Range 9 West, and to run thence one mile on the North line of said sections 23 and 22 until it intersects a road running North and South on or about the half mile line of section No. 22 in said township and range, and also asking that said road be of the width of thirty feet or more. Whereupon, William HARPER was appointed said commissioner, and the 28th day of June 1869, fixed as the time for commencing examination thereof.
  Road petitioned for by Phillip MILLER and others.--- Asking that a commissioner be appointed to view and report upon a road in Penn township, Jefferson county, Iowa, commencing 13 rods South of the Northwest corner of the West half of the Southwest quarter of section 28, Township 73, Range 9, running thence Northeast about 25 rods; thence East along the North line of the said West half, to the Northwest corner of said half, be vacated, and the establishing of a road in lieu thereof commencing 13 rod South of the Northwest corner of the West half of the Southwest quarter of Section 28, Township 73, Range 9;  thence North to the Northwest corner of the West half of said quarter, thence East along the North line dividing the Southwest quarter and the Northwest quarter of said section 80 rods to the Northeast corner of said West half, said road to be forty feet in width. Whereupon, John W. JONES was appointed said commissioner, and the 28th day of June 1869, was was [sic] fixed as the time of commencement thereof. [Ed. note:  A rod is equal to 16½ feet as a measurement of distance.]
  Road petitioned for by Samuel A. CUMMINGS and others.--Asking that a commissioner be appointed to view and report upon a road in Cedar and Buchanan townships, Jefferson county, Iowa, commencing at a point on the Fairfield and Glasgow road near the house of ----- PROVERT, and at or near the Southwest corner of his land on section line between sections 4 and 5, Township 71, Range 9; thence North on said line to the North line of said township; thence to run on the section line between sections 32 and 33 in Township 72, Range 9, to the North line of said section to intersect the Fairfield and Burlington road. Whereupon, John SNOOK was appointed as such commissioner and the 28th day of June 1869, was fixed as the time for commencing the examination thereof.
