State Training Schools

Adjudicated delinquents from Clayton county to the Boys' Industrial School at Eldora & the Girls' Industrial School at Mitchellville

First known as the State Reform School, it was established in 1868 at Salem, Henry co., Iowa. Initially both sexes were admitted but a separate school for girls was established about 1880. The training schools admit only adjudicated delinquents.

The boys school was relocated to Eldora in 1872 and became known as the Industrial School for boys. The girls school is located at Mitchellville, near Des Moines.

  • On Monday, the court of Justice Skinner was occupied with the case of the State vs S. Chase, charged with attempting to commit rape on his 11 year old step-daughter. The case was brought before P. C. Young, Esq., and taken before Skinner on a charge [sic] of venue. After hearing all the testimony the justice did not think the evidence sufficient to hold the prisoner, and ordered him discharged from custody. ~Elkader Register, Thurs., 23 Sept. 1880, Home News section, page 3, column 2 (see next entry)

  • Donald Laird, the minor, now 15 years of age, was sent to the State Training school at Eldora until he reaches the age of 21 years, unless sooner paroled. He was charged with malicious mischief connected with the destruction of public property in the rural school house in Pony Hollow. Connected with the same charge is Arnold Rothlisberger.   • Judge H. E. Taylor sentenced two Elkader boys to the State Industrial School for Boys, at Eldora, on charges of delinquency. The boys are to be confined there until they reach the age of twenty-one years, unless they are sooner paroled. The boys are Leslie Hill, 13 year-old son of Mr. and Mrs. Roy Hill, and Roy Stephens, 12 year-old son of Mr. and Mrs. Harry Stephens. Both boys were attending the public graded school here, and evidence was introduced that they had figured in several minor robberies where they had obtained various amounts of money. ~Clayton County Register, Thur., 23 Nov. 1933
  • Thomas Moreland, 17, Guttenberg, who confessed to the Millville creamery robbery a little more than a week ago, was taken before Judge Eichendorf here Monday, where he pled guilty. He was sentenced to the boy's training school at Eldora, until released by law, and was taken there by Sheriff E. W. Carlsen yesterday morning. ~Clayton County Register, 1 Feb. 1939
  • Sheriff E.W. Carlsen took LaVon Thein, 17, to the boys' training school in Eldora. He confessed to stealing chickens from the Julius Klebbe farm near Strawberry Point. ~Clayton County Register, October 25, 1939
  • Emory Ginnett, 18, who was a parolee of the boys' training school at Eldora, has been returned there to complete his term. He [was one of] a trio who robbed the Fenstermann store at Wood Center, broke into a filling station at Elkport and are alleged to have stolen a car at Waterloo. ~Clayton County Register, 14 Aug. 1940
  • Kenneth Moore, 16, former Monona high school student, charged with stealing money from that high school on two occasions, was sentenced to the boy's training school at Eldora until he reaches the age of 21. A petition from the Monona board of education for leniency was taken into consideration by Judge H. E. Taylor and the youth has been paroled to Sheriff E. W.
