SIOUX CITY -- Billy Francis Palmer, 78, of Sioux City died Saturday, Nov. 27, 2010, surrounded by his loving family at his residence.

Services will be 10:30 a.m. Friday at Glad Tidings Lighthouse Church in South Sioux City, with the Rev. Michael Ring officiating. Mr. Palmer will be cremated following the service Friday. Visitation will be 4 to 8 p.m. Thursday, with the family present 6 to 8 p.m., at Waterbury Funeral Service in Sergeant Bluff. Billy was born Nov. 21, 1932, in South Sioux City, the son of Carl E. and Alma R. ( Tippery) Palmer. He was a lifelong resident of the Sioux City area.

He was united in marriage with Florence Mann on Oct. 16, 2010. Billy was a truck driver for several different companies for more than 60 years, he traveled all fifty states.

Billy was a special person who never met a stranger and would do anything for anyone. He was a loving husband, father, and grandfather, who enjoyed tinkering with any mechanical item especially on his land. He was a lover of pets, especially his friends, Morgan, Tiger, Pepper, and Spike, as well as providing the neighborhood dogs, Shockey, Baby, and Buddy. with special treats.

Billy will be missed by his family which includes his wife, Florence; his sons, Rich Mann (Lori) of Indianapolis, Ind., Jeff Mann (Patty) of Sioux City, Mark Mann (Stephanie Orozco) of Neligh, Neb., Scott Mann (Michelle Risdel) of Sioux City, Carl Palmer (Nancy) of Fargo, N.D., and Billy Palmer Jr. of Brandon S.D.; his four daughters, Pam Heathershaw (Ken) of Sioux City, Cheryl Brick (Jeff) of Sioux City, Diane Ziegenbeir (Bill) of Royal, Neb., and Alma Reichert (Adrien) of Billings, Mont.; his half brother, Rick Palmer; his two stepbrothers, Stanley Ring and Donny Ring; two stepsisters, Omadean Rogers, and JoAnne Anderson; a sister-in-law, Mary Palmer; 31 grandchildren; 34 great-grandchildren; one great-great-grandchild; and his special family friend, Peggy Skelton.

He was preceded in death by his parents; stepmother, Truth Palmer; three brothers; one stepsister; one grandchild;and his special friend, Clarence Tenborg.

Memorials in Billy's name may be made to the family.
