SIOUX CITY -- Cecil L. Sutliff, 83, of Sioux City passed away Monday, Dec. 20, 2010, at his residence comforted by his family.

Memorial services will be 2 p.m. Wednesday at Meyer Brothers Colonial Chapel, with Elder Simpson as officiant. Interment will be at a later date in the spring of 2011 in Memorial Park Cemetery. Visitation with the family will be one hour prior to the service Wednesday at the funeral home.

Cecil was born Sept. 13, 1927, in Hubbard, Neb., to Albert and Cora (Taylor) Sutliff. He graduated from Belden (Neb.) High School with the class of 1945, before enlisting in the U.S. Army, serving during the Korean conflict in Germany and Korea. Cecil received his honorable discharge in September 1952. Following his military career, Cecil obtained his engineering degree from the University of Nebraska in Lincoln.

Cecil married Emmaline Beardshear on Dec. 12, 1960, in Elk Point, S.D. The couple made Sioux City their home. He worked as a consultant for Buell and Winters before joining the Iowa Department of Transportation as a civil engineer, a career he enjoyed for more than 27 years, retiring in 1992. Cecil continued to offer his services as an engineer to FEMA for nearly 10 years during his retirement.

Cecil is survived by his wife, Emmaline of Sioux City; sons, James Sutliff and Larry Sutliff and his wife, Rhonda Serviss, all of Sioux City; daughter, Linda Kappes and her husband, Stuart of Pierson, Iowa; grandchildren, Amanda Sutliff, Stephen McGinn, Casey Kappes, Danielle Serviss, Breanne Mobley, Kyle Sutliff, and Taylor Sutliff; and great-grandchildren, Gabriel Hattorf and Mckenzie Steele.

Cecil was preceded in death by his parents; three brothers; and two sisters.
