Do I have the right McClelland?

I have the death cert for Sara Jane (McClelland) Downs who was born March 3, 1851 in Washington, IA. It gives her parents as Hugh McClelland and L. Merrill. In the 1880-1910 censuses she stated her parents were born in Ohio. Her brother, Samuel, moved in Sarah and her husband between 1910 and 1920 in Nebraska and it appears he never married. I found a Hugh and Samuel on both 1900 and 1910 censuses in Washington Co. One has Hugh born in PA as well as his parents, the other shows Ohio for everyone. I also found a Hugh on the 1895 state census that was born in PA. His birth years range from 1828 to 1835.
I found two death records on Ancestry of Hugh McClelland. Both have his death in 1912 and both have him buried in Elm Grove. One has his name as Hugh M K McClelland and born 1822, PA. The WPA record has him as Hugh M McClelland born 1832 in PA and a CW vet. Are these are the same person and is one/both the Hugh I am looking for? If so, when was he born? Also, I don't know who his wife really was and how correct the name given on Sarah's death certificate was. I think the wife may have died before 1895. Is she also buried in Elm Grove? How does Ohio fit in to all of this?
Looking up McClellands in Washington County, there seems to be several that were born in the 1820-1830 range in PA that moved to Washington county. I'm wondering if they were all related.
