After doing a little research it is my conclusion that there is a transcription error and the name should be Mary I. BARLEY and that the family may be from Jefferson county.

I draw that conclusion in that there are no other Burley family marriages anywhere near Wapello county and there are several Barley family marriages in both Jefferson and Wapello.

There was an Allie E. Barley who married J.W. Heater on 17 Aug 1880. There is also a Flora Belle Barley who married David Howard on 18 May 1899.
