I can't answer your query about the records keeper but here are directions:

On U.S. 34, 4 miles east of Agency, IA, turn north
on V43 (Competine Blvd I think.) Go 4 miles north
then V43 jogs east for about 1/8th of a mile then
turns back north. Continue north for 3 miles
then turn west on County Road H25 for 1 mile.
Dickens Cemetery is on the right on the top of a
hill there.

I was researching Shearer when I went there. I have posted photos on the Iowa Genweb site for the Gravestone Project Wapello Co.
