Huddlestons - tents on RR right of way

In the 1900 census for Center Twp., Wapello, Iowa, I find a lot of Huddlestons (recorded as Hudleston) living "on Rail road right of way in tents, First Ward of city, E of Ash st."
Does anyone have any idea why they were living in tents on the railroad right of way? Were they too poor to afford to keep farming? Or were they protesting something?
Some of the sons were fishermen, and a couple were day laborers.
Several of the children in the family had already married and may not have been actually living in the tents with their parents; a couple were censused twice, once with the parents & once with a spouse & children.
