Your family lore may be correct. There were several Mael family members in Wapello county at one time. I found the following Mael marriages in Wapello county:

Perlia R. Mael married George F. Boatman on 22 Mar 1899.
Iva A. Mael married Fred Dailey on 25 Dec 1893. WPA records indicate that he died in 1907 and is buried in the Bladensburg Cemetery, but she is not listed in WPA records
Minnie Estella Mael married Ed Fiske on 26 May 1897.
Mable Francis Mael married Henry Cromwell Monroe on 18 Jun 1905.
Emma F. Mael married Perry Cyrus on 26 Sep 1897.
Hubert Charles Mael married Anna McDaniel on 8 Apr 1907.
James T. Mael married Alice Croddy on 12 Dec 1872. WPA records indicate that James was born in 1851 and died on 7 Jan 1915. Alice was born in 1856 and died on 14 Nov 1924. Both are buried in the Eldon Cemetery.

Neither John nor Elizabeth are listed in the WPA records.

You may also wish to research in Henry county (its the county to the east of Jefferson). It is the only other county in Iowa with Mael marriages from the time period you are researching.
