Cecil E. Manley Sr. of 720 Norris died at his home Sunday at 2:20 a.m. He was an employee of Indian Hills Community College.

He was born in Shelbyville, Mo. on April 15, 1926 to Dice and Roselle Robinson Manley.

He had lived in Ottumwa for several years and was a World War II Veteran and a member of the Elks.

He married Marjorie Simpson 1964 in Ottumwa. She survives.

Also surviving are his mother of Quincy, Ill.; two daughters Linda Robinson of Ottumwa and Roberta Robinson of Davenport; four sons; Cecil Jr. and Joseph of Ottumwa; Russell of Georgia and David of Davenport; a stepdaughter , Diane Davis of Centerville; six grandchildren and three step grandchildren; one brother Othol; four half brothers; Bobby, Harold,Harry Jr. and Donald Smith and sisters Mary Clark of Ottumwa, Marlyn Hickman, Genieve Davis, Maxine Smith and Dolly Smith.

The service will be at 1:30 p.m. Wednesday at Jay Funeral Home. Burial will be in Memorial lawn Cemetery.
