ARTHUR HARRISON MOUNCE was born in Jewell County, Kansas, October 4, 1872, and died at a hospital in Ottumwa, Iowa, December 3, 1930. Burial was at Keosauqua. He was taken by his parents in their removal in 1874 to Van Buren County, Iowa, which continued to be his home during the remainder of his life excepting six years spent in Polk County, Missouri. His education was secured in rural schools and in the Keosauqua High School. He followed farming until he entered the office of the District Court of Van Buren County where he served as deputy from 1913 to 1917, as clerk from 1917 to 1923, and again as deputy from 1923 to 1927. In 1928 he was elected representative and served in the Forty-third General Assembly. In 1929 he formed a partnership with R. B. Rowley in editing and publishing the Keosauqua Republican in which work he was engaged at the time of his death.
