I have a Nancy Wagner in my line who married my gggggrandpappy. I do not have her dates or her ancestry. But they had a son named Martin who was born in l802-l899. So perhaps she was born around l780's.

I suspect that Wagner and Waggoner may be the same families if you go back far enough.
