From what I could find for you, it appears that Thomas W. Tacy is probably the son of Edward and Mary Tacy who were living in Harrison County, Iowa as late as 1885 (state census); They are probably from Quebec Canada. The name "Tacy" MAY be [not proven without more research] "Tessier" in Quebec.

From the 1900 Harrison County, Iowa census, it looks like Thomas W. Tacy was born in August 1855 in New York. The marriage to Melvina Harmon is recorded in Harrison County on July 27, 1879.

In 1880, he and Melvina are enumerated in Boyer, Harrison, Iowa; Roll: 343; Page: 57A; Enumeration District: 083;

In 1880, there is an Edward Tacy and his wife, Mary Tacy enumerated in Lincoln, Harrison, Iowa; Roll: 343; Page: 60A; Enumeration District: 083; Both are born in 1826 in Canada. They are still living there in 1885 according to the 1885 state census.

In 1870, in South Fork, Delaware, Iowa; Post Office: Earlville; Roll: M593, 387; Page: 215B; the following family is enumerated:
Edward Tacy, 45, born Canada
Mary Tacy, 40, born Canada
Eliza Jane Tacy, 18, born New York
Thomas W Tacy, 16, born New York
Melissa Tacy, 4, born New York

In 1860, in Burke, Franklin, New York; Roll: M653, 754; Page: 618; the following family is enumerated:
Edwards Tacy, 32, born Canada
Mary Tacy, 32, born Canada
John Tacy, 15, born Canada
David Tacy, 11, born New York
Eliza J Tacy, 9, born New York
Thos W Tacy, 6, born New York

In 1850, Bombay, Franklin, New York; Roll: M432, 505; Page: 210A; the following family is enumerated:
Edward Tacy, 24, born Canada
Mary Tacy, 23, born Canada
John Tacy. 6, born New York
Alexander Tacy, 4, born New York
Nicholas Tacy age ?/infant?, born New York

From the Harrison County Genealogical Society website they have a volunteer named Ruth Tacy who lives in Woodbine, Iowa. She can probably shed some light on the Tacy lineage. Hope this helps.
