According to Familysearch.org and the Ohio death index the parents of James H. Payne were Samuel Payne and Jane Jessup. He died in 1909 in Sandusky. Samuel appears as Sheriff in 1850 in Lucas county, Iowa as a possible widower with a son Jonathan 17 and Sarah 12. In 1860 Samuel can't be found but Jonathan has a wife named Sarah age 22! Samuel married Sarah Lowder in Lucas in 1852 and they reappear in 1870. He ia a 69 yo farmer with a modest property. She is 47 and has children Samuel 12, Franklin 10 and Emma 7. Lucas county genweb and genealogy society is definitely the place to go next.
