I checked the 1885 Dubuque County Census and located the Lukens family. One of the questions is what state and/or county in Iowa was the person born in. All of the Lukens children including Rachel are listed as having been born in "Delaware County Iowa" and not Wilhelm, Iowa.

I checked the 1880 Iowa census for Delaware Township, Delaware, Iowa and located the Lukens family there, including Rachel.

Delaware and Dubuque counties are adjacent.
