Not related on the Hall side

1870 census town of Worth, Jefferson County, NY
Hall, William, 32, butcher, NY
Martha, 30, keeping house, NY
Edwin, 12, NY
Charles, 5, NY
Jenny, 4, NY
Sheriden, 1, NY
Ellen, 11, NY

In NY you will want to contact the Town Clerk, rather than a county office, to obtain vital records.

In 1880, Wm S Hall, 42, was boarding with a family in Worth, with none of his children present.

in 1880, Jenny and Charles were living with their grandparents
1880 census Worth, Jefferson County, NY
Marvin, Horice, 64, Can CT VT, farmer
Jane, 68, wife, Ireland Ireland Ireland
Hall, Charles, 15, g-son, NY NY NY
Jennie, g-dau, 13, NY NY Can
Mattie, g-dau, 8, NY NY Can

Horace and Jane lived in Worth as far back as 1860. Mis indexed on 1860 census as Marion rather than Marvin
On the 1850 census they were in Lyme township of Jefferson County, they had a daughter Martha, age 12, which is close enough to be the Martha Hall on the 1870 census above.

There are a couple of Wm Hall's of the right age in 1850 Jefferson County, NY

I suspect that either Wm Hall or Martha Marvin may have been married before they married each other.
