The 1880 census of Franklin Township, Clarke County, Iowa lists John and Pheba Crawford and their children Jessee and Catharine. The census indicates the family settled in Iowa cir 1863. Living nearby was Jonathan Bevard, who was born in 1804. This would be the correct age to be Phoebe's father.
