Victor Herbert Brown, 88, of Columbia, Mo., died Friday, Sept. 15, at Lenoir Health Care Center. A memorial service will be at 7:30 p.m. Wednesday, Sept. 20, at Memorial Funeral Home in Columbia. A graveside funeral service and burial will be at 1 p.m. Thursday, Sept. 21, in Clearfield.

Victor Herbert Brown was born Sept. 28, 1917, in Clearfield, to Sadie and Bert Brown. He married Margaret Roberts Aug. 14, 1941, at Grace United Methodist Church in Des Moines. She preceded him in death on May 24, 2004. He was a member of Community United Methodist Church and Phi Delta Kappa.

He earned a bachelor's degree from Tarkio College in 1939 and a master's degree from Iowa State University in 1954.

On April 5, 1942, he was called to active duty as an SK3, USNR. On March 12, 1943, he graduated from Reserve Midshipman School, Columbia University, and was commissioned an Ensign, USNR-R.

In September 1943, he reported to the USS SC-729, an escort, patrol and control ship, first in the South Pacific Theatre and later in the Southwest Pacific. From August 1944 to March 1945, he was CO. During this period, the ship participated in the Mindoro amphibious landing and the reinforcement to Lingayan Gulf Reinforcement Operation. From June to September, he was XO of the USS PC-1211 in the Panama Sea Frontier, and on Oct. 14, 1945, he was released from active duty.

In September 1950, he returned to active duty; XO of the USS Bisbee (PF-46) under COMNAVFE and COMNAVPHIL, NAVSTA Washington, D.C., October 1951 to September 1952 and finally as XO NROTC, University of Kansas from October 1952 to January 1954. He was released from active duty Jan. 28, 1954.

Inactive duty assignments included commanding officer, Surface Div. 9-26(M) and several years as instructor in NROS 5-6 and 5-7 (ASW and Oceanography) 1957 to 1968. His highest rank achieved was CDR, USNR-R. He was transferred to the USNR Retired List Oct. 5, 1977.

From December 1956 to May 1977, he was employed by the Navy as an education specialist, about 11 years in the Bureau of Naval Personnel as program manager for ASW Training Aids, Devices and Trainers; four years as educational advisor to COMNAVSURFRES in Omaha, Neb.; two years as educational advisor to COMNAVCRUITAREA SIX in Omaha; and two years as technical director of the career training analysis group (CTAG), a select group of about 30 military and 30 civilians who were assembled by CDR, Navy Education and Training in Pensacola, Fla., and tasked with developing a computer-based model that incorporated job/task/skill analysis into a system for planning, programming and evaluating Navy training.

He was authorized to wear the Command-at-Sea Insignia and the following ribbons: American Theater, Asiatic-Pacific (two stars) and the Philippine Liberation (Star); and also the National Defense, Korean Service, UN Service and Naval Reserve Medals.

Early on, he was a high school teacher and coach. Since he retired in 1977, he stayed busy with part time and project work at Iowa State University.

His children will remember him as a loving and caring father. He was a man of great compassion, social conscience, intellect and commitment. His support and love of his family was unwavering and selfless.

Survivors include his three children, Bill Brown, of Charlotte, N.C., Annette McCarthy and husband, Dan, of Davenport, and Pam Brown, of Columbia, Mo.; one sister, Lila Johnson and husband, Rev. Harold, of Omaha; one sister-in-law and brother-in-law, Mary Prussing Roos and husband Max, of Bethesda, Md.; seven grandchildren, Laura, Kyle, Kip, Deanna, Kelly, Kristen and Thomas; and six great-grandchildren, Evan, Christopher, Gisele, Sean, Luke and Charlotte.

He was preceded in death by his wife; his parents; and one grandchild, Lisa McCarthy.

Visitation will precede the memorial service from 6 to 7:30 p.m. Wednesday, Sept. 20, at Memorial Funeral Home.
