Neil Wayne Jorgenson was born on November 9, 1934, along with his twin brother Leslie, to parents Harvey and Lila (Wierson) Jorgenson on the family farm in Story City, Iowa. He was baptized and confirmed at Immanuel Lutheran Church. Neil graduated from Gilbert High School in 1952, and married Genean in 1960. Neil graduated from Iowa State University (ISU) in civil engineering in 1966 and received his masters from ISU in 1971.

Neil served in the U.S. Army from 1955 to 1957. Following military service, Neil worked as a draftsman and later an engineer for the Iowa Department of Transportation. He accepted the position of County Engineer for Franklin County, Iowa in 1974, and later became the first County Engineer for Rockwall County, Texas. In 1988, Neil and Genean moved to Imperial County, California, where he became the public works director for the City of Brawley before taking his final position in 1991 as Imperial County Traffic Engineer. Neil was proud of his chosen profession and his alma mater, the Iowa State Cyclones. Neil retired in 2005. He loved to golf, and faithfully followed the ISU Cyclones and the San Diego Chargers.

Neil was a much loved husband, an honored father, as well as a cherished brother, and an adored grandfather who passed away December 27, 2014 at 80 years of age.

Neil is survived by his wife, Genean, and their two sons Philip and Timothy. Phil and his wife, Darla, live in Overland Park, Kansas and have three children, Whitney (Thomas Dyer), Nathan, and Emily. Tim and his wife, Ana, live in El Centro, California and have one son, Lucas. Neil was a big part of each of their lives and much loved. Neil is also survived by his three siblings, Kay, Betty, Leslie and their families.
