Joseph Neil Raudabaugh, 99, of Lake Forest, Ill., died Tuesday, Nov. 7. A memorial service was today in the Vail Room at Lake Forest Place in Lake Forest, Ill. A private burial will be Saturday, Nov. 11, in Geneseo, Iowa.

Joseph Neil Raudabaugh was born on his father's birthday, July 26, 1907, in Blackhawk County, Iowa, the second child of Frances Jane Burr and Joseph Eugene Raudabaugh. He was raised on a farm. He earned both his bachelor's and master's degrees from Iowa State University. Neil served as a school superintendent and taught vocational agriculture in Iowa public schools.

In World War II, he served in the South Pacific as a lieutenant commander in the U.S. Navy and taught naval science at the University of Washington until the end of the war in 1945. He worked for the Veterans Administration before joining the Agricultural Extension Service staff at Iowa State University in 1947.

In 1955, he joined the Eisenhower administration, serving as director of the Division of Research and Education, Federal Extension Service, U.S. Department of Agriculture in Washington, D.C., until he retired in 1977.

He co-authored the popular text, "Leadership and Dynamic Group Action," now translated into more than 15 languages. In retirement, he pursued his interests as a consultant and teacher both in the United States and abroad. He served on the Session of the Presbyterian Church, was active in Kiwanis and avidly pursued his passion for roses, family and friends.

He is survived by his wife of 66 years, Pauline; two sons, John (Susan) and Joe (Beverly); one daughter, Marsha (Guy) Mueller; and five grandchildren, Emily, Melissa, Joey, Rebecca and James.

Reinert Funeral Service in Lake Forest, Ill., is in charge of arrangements.
