Employment: Began working for Bell Telephone; after his marriage, they then purchased a dry-cleaning business in 1962, which they operated for more than 35 years; he was also a volunteer firefighter while living in Guthrie Center. Was a former state legislator in the Iowa House of Representatives and Iowa Senate, serving the Shelby County area, from 1973 until 1992, serving on many important committees and was elected by his peers in the Senate as an assistant leader and eventually as Senate Majority Leader. He was in his fifth term in the Senate when he retired due to his wife's declining health. After retiring from the Iowa Legislature, Bill joined Gene Kennedy's consulting and lobbying firm as a partner, eventually buying the firm. Charles W. Hutchins & Associates, Inc., was formed and represented many clients and organizations, and Bill retired from the lobbying business in 2001.

Hobbies/Interests: Enjoyed hunting, golfing, fishing and the occasional trip to a casino. He and Marlene spent winters in Apache Junction, AZ, and summers at Leech Lake, MN, until returning to Iowa in 2015.
