1868 Adoption

I've been trying to find more on my 4th great grandfather Dudley A. Williams. He adopted a son in 1868. The mother was listed a Julia Moran and it stated that she 'abandonded' the child with the Williams when the child was 4 weeks old. When the adoption was finalized in 1868, Julia was in Peoria, IL. The court house, nor the clerk, have been very helpful, so if anyone has any information regarding the adoption itself, or Julia it would be greatly appreciated.
