Adoption in early 1800s

My great grandmother was adopted. Her adopted name was Nellie Eldora Saunders and she went by Dora. I'm looking for her birth certificate, which probably won't be under that name.

I know her birthdate and birthplace and am wondering how I find female children born on that date in Montezuma, IA. Her birthdate was 06/23/1873.

In the 1880 census for Poweshiek County Iowa,it shows that Dora was then 7 and was born in IA. It lists her BIRTH father as born in IND her BIRTH mother born in OH. Her adoptive parents are shown as being born in OH and NY, plus her mother is shown as having given birth to no children.

Just wondering if anyone knows if this is something I can research on the Internet. I'm in Washington State so I am limited. Are any of the records online? The Iowa Vital Records Department says they didn't keep those types of records until 1880 and that the counties might (but probably not).
