Ira Earl Palmer signed his World War I registration on June 5, 1917, stating he lived in Council Bluffs, Iowa, was born April 21, 1889 in Magnolia, and was self-employed selling buttermilk; he had a wife and 3 children.

Magnolia, Iowa, is in Harrison County. It appears that your Ira Earl Palmer went by Earl quite often. He is in the 1920 census for Pott. Co., Iowa, on 20 January, 476 State Street, as:
Earl I. Palmer, 31, b. IA, father b. IA, mother b. KY, merchant grocer (I'm assuming this is him?)
Lulu Palmer, 31, b. IA, father b. Denmark
Donald Palmer, 11, son, b. IA
Berlyn Palmer, son, 8, b. IA
Laverne, 6, b. IA

In the 1900 census for Pott Co., Kane Township, at 2735 Avenue E., is who I think might be his parents:
Palmer, Alfonzo E., b. Nov 1844, age 55, married 27 yrs, b. OH, father b. VT, mother b. VT
Palmer, Jeanette, wife, b. Aug 1854, age 45, gave birth to ?? children (can't read it), 6 children survive, b. OH, father b. Scotland, mother b. OH
Palmer, Mabel, daughter, b. March 1883, b. IA
Palmer, Earl, son, b. Apr 1889, b. IA

Then in the 1880 censuf for Appanoose Co., Centerville, 28 June, dwelling 238:
Palmer, Alfonso E., 29, farmer, b. OH, father b. NY, mother b. NY
Palmer, Jeanette, 28, wife, b. TX, father b Scotland, mother b. OH
Palmer, William, 7, b. IA
Palmer, Hattie, 5, b. IA
Palmer, Inastra ??, daughter, 3, b. Kansas
Palmer, Mertle, 1, daughter, b. Kansas
